What sounds to you like mumbling seems to my ears a strong South Boston or Boston suburban accent! Maybe he is from Quincy or Braintree, which have this sort of Boston suburbs accent.
Those who are saved not only applies to the certainty of salvation, but also to the elect, who are saved from all eternity, as God has predestined them to be. "Being saved" is not in accord with either sense of salvation, i.e. not with assurance of salvation, and not with the certainty of God's Predestination of His elect to salvation.
